Service requests
In order to propose a decision on the renewal of ownership, the following conditions must be met:
1. the unit of land requested for the renewal of ownership rights shall be cadastrally measured, land border plans produced and cadastral survey data recorded in the Cadastre;
2. a decision of the municipality or land commission of the parish regarding the granting of land for use has been taken;
3. a decision (opinion) of the parish land commission or the Central Land Commission regarding the renewal of land ownership rights has been taken;
4. property rights may be restored to former owners or their heirs if the VZD has at its disposal the documents attesting the ownership of the land or the right of succession (in the case of heirs, documents certifying their relationship).
In order to receive the service, the VZD must provide the following documents:
1. a written application for a service or a free form at the time of ordering;
2. a decision of the local government regarding the reduction of the payment specified for the land unit to be purchased (if any);
3. a document certifying the ownership of buildings (structures), if the land units requested for payment are located in a building owned by the requester (construction);
4. a local government statement regarding a building (construction) with unexplained ownership, if the units of land requested for payment for ownership are located in a building (construction) with unexplained ownership;
5. an assessment of a forest stand if the land units requested for payment in ownership are located in a forest stand;
6. An opinion of the Central Land Commission on the right to acquire property for payment of land with an area exceeding 150 ha or a forest area exceeding 50 ha;
7. a statement issued by the relevant local government regarding the actual user of the land, if a decision regarding the granting of land for permanent use to a natural person has not been taken in accordance with the procedures specified;

Service can also order:
- by sending an electronic application (signed with a secure electronic signature and time stamp) to the e-mail address of any VZD customer service centre or to the official e-address of the VZD;
- the SLS note onsite at customer service centre. The recipient of the service shall sign a request for an order drawn up in the customer service centre or submit a written application in a free form. The SLS note ordering services, customer service centre, you have to present personal identification document - Passport or identity card (ID card), but plenipotentiary person - including the power of attorney;
- by post, by sending a request to the address of any VZD customer service centre (the execution of the service will only be initiated after verifying the identity of the person in the VZD customer service centre);
- by sending an electronic request using the “Application to Authority” e-service on the national administration services portal www.latvija.lv. In this case, the request for information may not be signed by electronic signature as the person's electronic identification has been carried out. The request shall be accompanied by the documents necessary for the performance of the service (for example, an authorisation document), which have been drawn up in conformity with the requirements specified in regulatory enactments and signed with a secure electronic signature and contain a time stamp.Order registration
On the basis of your request, the VZD employee registers the order and draws up a prepayment invoice for the service if the opinion (decision) regarding the renewal of property rights has been taken by the VZD or the county land commission.
If the order is executed on the basis of an opinion (decision) taken by the Central Land Commission regarding the renewal of property rights, a post-payment shall be applied to the service.
We'll send the invoice to your e-mail address if the request is received electronically or by mail. When you make a request to the VZD customer service center, you will receive an invoice when you register the order.Fulfillment
The SLS note begins to perform an order of the working day following the adoption of the order and the prepayment invoice settlement. If the order is executed on the basis of an opinion (decision) taken by the Central Land Commission regarding the renewal of property rights and a post-payment is applied for the service, the VZD shall commence the execution of the order on the next working day after the order has been taken.

As a result of the service, the VZD shall prepare and issue a decision on the renewal and award of land ownership in return for payment.
You will receive the documents prepared as a result of the execution of the service in the form and place specified in your application:
- in the “My Account” section of the portal kadastrs.lv;
For the recipient of the service, the file will be available on the kadastrs.lv portal for 90 calendar days.

- by e-mail;
A document containing restricted accessibility information, including personal data, is password protected.
- by post (in a registered letter);
- in presence at any VZD customer service centre (upon receipt of the document at the VZD customer service centre, a personal identification document - a passport or identity card (ID card), an authorised person - a mandate must be produced.
