About the service
A. Registration in the Cadastre and Land Register
Within the framework of the service, a cadastral survey file shall not be prepared for an engineering structure or a first group building, but at the request of the client:
• the VZD shall prepare and issue Cadastre information regarding the structure or Cadastre information regarding the immovable property (ownership and composition);
• a district (city) court shall prepare and issue a certified computer print of a judge's decision, which shall be sent to the electronic mail address indicated by the person.
B. Registration or updating of data in the Cadastre
Within the framework of the service, a cadastral survey file shall not be prepared for an engineering structure or a first group building, but at the request of the client:
• The VZD shall prepare and issue Cadastre information regarding the structure or Cadastre information regarding the immovable property (ownership and composition).
Service recipients
A. Registration in the Cadastre and Land Register
Services can be received:
• the owner of real estate (in the case of joint ownership, all joint owners together or one of the co-owners on the basis of the authorisation);
• a person authorised by the owner of the estate.
B. Registration or updating of data in the Cadastre
Services can be received:
• the owner of the immovable property (in the case of joint ownership - one of the co-owners) or, if there is no such, the legal possessor, the right of the building;
• an authorised person of those persons.
Documents to be submitted
The NSD must provide the following documents if they are not available IN BIS:
1. Application (see In the “Services - > Forms for Services” section of the https://www.vzd.gov.lv/lv website):
A. In the case of registration in the Cadastre and Land Register -
The submission of the owner (in the case of joint ownership) regarding the registration of the civil engineering or first group building in the Cadastre and the recording in the composition of the immovable property in the Land Register has been addressed to the court of the VZD and district (city).
B. In the case of registration or updating of data in the Cadastre,
An application addressed to the VZD regarding registration/updating of data in the Cadastre of an engineering or first group building;
2. a plan for the execution of the civil engineering or first group building in THE FORMAT OF DGN or DWG files signed with a secure electronic signature and time stamp;
3. for a civil engineering or building of the first group - an explanatory statement or a certificate with a local government building board or body performing the functions of the building authority would make a note regarding the completion of the works/the engineering structure of the second or third group - an act regarding the acceptance of the engineering structure in service or a certificate with a local government building authority or body performing functions, to make a note a note regarding the completion of works;
4. a questionnaire for good-keeping;
5. if a civil engineering or a first group building is to be included in the building property, an existing land-rental contract or loan agreement entered into by 1 January 2017 for a period of not less than 10 years, and which provides for the right to build on the leased land building as independent property facilities, if on the basis thereof, by 2016. 31 December a construction permit has been received in accordance with the procedures specified in the regulatory enactments in the field of construction;
6. an authorisation document, if the initiator is the authorised person of the owner.
In the case of registration in the Cadastre and Land Register, the following shall be submitted:
1. the consent of a third party certified by a notarial or Orphan's court (for example, a pledge taker (credit institution)), if such is necessary in accordance with Section 61 of the Land Register Law;
2. information regarding payment of the stationery fee, if the customer has paid the stationery fee through the payment service provider (bank or Latvian mail). In the payment order, the identity number or registration number of the applicant for the corroboration, the cadastre number of the immovable property or the number of the Land Register compartment shall be indicated.
Order a service
Service can also order:
• on-site, after prior registration in any customer service centre of the SSD, presenting a personal identification document - passport or identity card (ID card), but also an authorisation document to an authorised person;
• by e-mail to the e-mail address of any VZD customer service centre, submitting an application and the documents necessary for the execution of the service in the form of an electronic document signed with a secure electronic signature and time stamp;
• to the account of the official electronic address of the VZD, by submitting the application and the documents necessary for the execution of the service in the form of an electronic document signed with a secure electronic signature and time stamp.
Fulfillment
A. Cadastre and Land Register
The VZD shall commence the execution of the order only after the customer has performed the payment of the VZD prepayment invoice and the Land Register Registry fee (7,20 eur regarding the modification of the corroboration and the recording of the mark in the Land Register + 5,00 eur for the issuance of a computer printing certified by the judge's decision). Payment of the fee of the Land Register Registry may be performed in a credit institution, via an internet bank or in a customer service centre of the VZD with a payment card.

B. Cadastre
VZD starts the order on the next working day after the order was accepted and the payment of the VZD prepayment invoice was made.
Receipt of services
At the request of the client, the VZD shall prepare and issue Cadastre information regarding the structure or Cadastre information regarding the immovable property (ownership and composition), which may be received:
• to the customer's official electronic address account (if activated);
• in the “My Account” section of the portal Kadastrs.lv at the specific order. The attached file will be available on the Kadastrs.lv portal for 90 calendar days.
• In person after pre-recording in any VZD customer service centre (upon receipt of a document prepared as a result of the execution of the service at the VZD customer service centre, a personal identification document – passport or personal identity card (ID card), and an authorised person – by e-mail. Documents containing restricted access information, including personal data, are password protected.
• by post to the address indicated in the application.
A representative of a legal person, if a subscription agreement for the portal Kadastrs.lv has not been entered into, may receive the order execution materials in the Kadastrs.lv account by submitting a request for the establishment of the Kadastrs.lv account of the VZD legal person (if one has not yet been created).
A district (city) court shall issue a certified computer printing document of a decision of a judge, sending it to the electronic mail address indicated by the person.
